Nationalism has caused a bit of a tripwire for us as we are opposed to internationalism, and in those debates the only remaining operative term is nationalism, which is what sovereignty becomes a "code word" for in the mind of the listener. The best way to counteract that is to begin using the term
localism
meaning:
preferring to give the maximum weight to local government when assigning authority under the law, and to then each subsequent layer of government decreasing intervals of weight reaching a cap at the level of national government.
This also allows us to refer to others as nationalist who would seek to transfer power from local government to the national government.
