In short:

"Basically it reverses power. Currently an administrative agency passes a law. If the legislature doesn't like it, they pass something to counter it. Sen Lasee proposes that any administrative law has to go to the legislature to be voted on. If the law passes, it can then become the new rule. If it doesn't pass, the rule dies. If the legislature doesn't act within 30 days, the bill dies."
