After reading both links, I don't see where he has introduced any bill. To me it is a statement of fact: If manpower levels are expected to remain constant to support an expansionary foreign policy, and funding for manpower is expected to decrease, then pay per individual must decrease. To support Pax Americanus it will be necessary for policy to shift from one of mercenarius to one of legio.

In fact , we are fast approaching the point where all the money taken in will have to be used for Social Security , Medicare , Medicaid , interest on the debt etc . Obama is a one term pres , he cannot get a draft through the Senate or Congress and would not try while seeking re election.

I think what he meant was that if there was not enough money for a large paid volunteer army his plan B would be a large
slave/conscript army.

slave/conscript army. Well , if it shrinks , countries cannot be invaded , if you do invade , they will need conscripts , they will die at a rate of 10 to 1 over a proffesional , they will also be paid less with a total comp package that is lower as well.

We need to push the 'they want to reinstitute the draft' bit around colleges and young people. Nothing sharpens one's interest in politics like literally having skin in the game. This from someone who watched his personal death lottery with his car packed and full of gas.

The draft was one of the primary reasons youth got involved in the 60's anti-war movement.

Good point. Maybe Ron needs to add that to his border fence talking points.
