i'm pretty sure he was being sarcastic. i remember seeing it on tv. it was more like "with as effective as it was they would have been better off just..." rather than "hey! i got an idea! let's...."

And he didnt advocate giving 19,000 to every american. he asked the Bernanke if giving every person 19,000 would've been a better way to stimulate the economy than giving it to banks.
