I am sitting here watching the 9/11 memorial ceremony on CNN and it looks like Obama is/was speaking behind a bulltproof glass panel while everyone else was out in the open. Am I seeing this right or are my eyes playing tricks on me?

I only saw Biden speaking live at Pen memorial on CSPAN and he was speaking from a normal open podium.

In youtube of Obama, the glass looks too big to be teleprompter.
