British Panel to Probe Libya Rendition Reports

LONDON — A British panel set up to investigate the behavior of the country’s intelligence agencies towards terrorism suspects said on Monday it would probe new allegations that have surfaced in documents found in Tripoli relating to the extent of cooperation between Col. Muammar el-Qaddafi’s Libya and the British MI-6 spy agency.

The announcement by the so-called Gibson inquiry was the latest international fall-out from disclosures stemming directly from Libya’s chaos, enabling reporters and human rights activists to peruse troves of documents from the Colonel Qaddafi’s intelligence services. Specifically, the documents relate to the period after Col. Qaddafi’s rapprochement with the West since 2004, a period in which Western spies set up what appear to have been a warm relationship with their Libyan counterparts.

That has raised concerns, reflected in the files exposed to outside scrutiny in Tripoli, that the cooperation with both the Central Intelligence Agency and MI-6 was much closer than previously acknowledged. The documents appeared to suggest that Britain traded information with Libya in return for intelligence extracted from terrorism suspects under interrogation in Libyan prisons, British news reports said.
