Wyoming was second in this report (http://blog.lib.umn.edu/cspg/smartpolitics/2011/08/ron_paul_hotbeds_of_financial.php) given by the Humphrey Institute at the University of Minnesota.

That's not really hard, given Wyoming's population size. I don't know about New Hampshire. They're pretty small, too.

Population size isn't a factor--they're looking at per capita donations.
