I think we should have a law that allows voters in each congressional district to vote on laws that their congressman is about to vote on in congress.
So if you live in a district that has a democrat as a congressman, and he is about to vote yes on Obama care, but the voters in his district all vote against it, then he is legally obligated to vote no because his constituents voted no.
