here's an idea, new as far as I know:
every Congress Critter should undergo an exit interview upon leaving Congress for whatever reason, except death, of course. this exit should include an examination of the critter's possible misdeeds and appropriate penalty action should be taken according to their deeds. heck, if they're clean, maybe they should even be given a bonus. if they're criminal, they should undergo charges before the judiciary.
probably should be in a constitutional amendment rather than a law, which they would just deform into chaos.
