Are they saying that raising the debt limit is going to hurt people but it is just something that has to be done?

I was under the impression that raising the debt limit was the typical way to make the pain go away, until it snowballs into a giant freight train, that crashes into your living room, while you're sleeping on the couch, in the dead of night.

Or is Boehner still thinking that his plan is not going to raise the debt ceiling. —I swear, I can't tell what that man stands for.
