I had read that Bush threatened this kind of thing right before the '06 elections to do this. He sent memos to all the bureaucrats asking them to send in their wish lists.
Add this to everything else and what have you got? Certainly not a Constitutional Republic!
This has been all over Countdown tonight (no, no YouTube), and they used the word Dictatorship no less than three times.
