Section 4.
The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.

I'd imagine it's the argument that in order to pay pensions/the rest of our massive government we would have to increase our debt, and that public debt is considered valid and shall not be questioned.

Anyone else want to take a crack at it? Politicians love loopholes.

Yes but it doesn't mention procedure, besides it will be sent to courts, the lower courts will give an injunction and try to pass it off to the Supreme Court, which will bat it down to the Appellate Court which will probably make a ruling asking for the Supreme Court to answer it at which time a compromise will already have passed.
