It is important to repeal government in a careful order. First off, deep, painful cuts should always be done at the beginning of terms in order to set the stage, and allow enough time to pass after the cuts for the benefits to the economy to be noticeable in time for the next election.
Close to elections we target elective programs that don't affect too many people.
I think one area that deserves special attention is college funds, although they may be relatively small. Pell Grant cuts for example will inspire a youth movement in colleges if they go too fast, which will have a magnifying political consequence after those kids demonstrate nonstop and dominate the news. It's not to say that it shouldn't be done as it absolutely should, but that should be a Joker that is played cautiously, when the time is right.
