I particularly like this line:
And though it scarcely should need to be said, I must remind my colleagues today that we are the U.S. House of Representatives, and not some sort of world congress.

Man Ron Paul is dead on with this... State Controlled Democracy is a very bad thing. It gives the impression of choice, when it's all about controlling the entire political system of all the parties and ensures the state demanded party(s) are always put in power. This is the covert actions of crime organizations like the: US Department of State, CIA, ATF, DEA, DOD, CFR, IMF, World Bank, UN, Import-Export Bank, Central Banks, and contractors.

PS: Here's more info on HR 515 worth a read: http://www.gop.gov/bill/112/1/hr515

On Wednesday, July 6, 2011, the House is scheduled consider H.R. 515 under a suspension of the rules, requiring a two-thirds majority vote for passage. The resolution was introduced by Rep. Christopher Smith (R-NJ) on January 26, 2011, and referred to the Committee on Foreign Affairs. A mark-up session of the Committee was held on April 14, 2011.

http://www.gop.gov/resources/images/legislative-digest/title-cost.png According to the Congressional Budget Office (CBO), enacting the bill would increase direct spending and decrease revenues; therefore pay-as-you-go procedures apply. However, CBO estimates those effects would not be significant and would cost less than $500,000 over the 2012-2016 period, assuming the availability of appropriated funds.

Rep. Christopher Smith (R-NJ) is a NEOCON, Warhawk, Israeli Firster... you can put together all the countries coming under "NEW ORDER" control geographically in that particular hemisphere. Notice how this Democracy 2004 Act for Belarus doesn't tell the costs, but is now just an estimate from the CBO?
