Job creators or shelters? Probably a combination, but it would be very interesting to find out how many paid employees each of these corporations actually has.

Wyoming is a business friendly state. That company is most likely a registered agent for the state. It is better than Delaware, Florida, or Nevada for business organization. So it is a little of both, some job creation and a shelter as well.
