I think it's more accurate to say that Cain, as a non-politican, says what he really means without thinking what the strategic implications of it are, and ends up claiming that it's "not what he really meant".

I knew he would keep shooting his mouth off and get himself in trouble. Bachmann will do the same eventually, she has a record of it. These two can't help but say controversial things in order to garner attention.
