He didn't buy their tickets, but actually paid them as actors?

Based on Rumors?

Rumors circulated here that Huntsman campaign had paid for supporters to attend the conference and a spokesman for the candidate, Tim Miller, didn’t deny that they had.

Looks like he was trying to buy a win for some media coverage. FAIL!

Nothing new.

No. Not the way that is worded.

There is a subtle difference between "being paid" and "paying for" supporters to attend. When Carly Fiorina ran for Senate in California, her supporters admitted that the campaign paid for everything (travel, hotel, food, party). No cash payment, wage, or salary though.

It's one thing to buy a ticket, it's another to give an all expenses paid vacation to New Orleans for the weekend.

Bottom line is RP's campaign didn't have to pay anybody to go to NOLA while Hunstman's did to get some cheap publicity. Cute. But as Romney will tell you it doesn't really pay off in the long run which is why he stopped doing it.
