If you watch the video in post #8 you'll see that the guy that got knocked out was destroying other people's property and the guy he is arguing at the beginning of the OP video was trying to get him and others to stop. So it appears that the dude got exactly what he deserved.

Things have changed since the tazing death of a Polish immigrant at Vancouver International Airport in 2007. The officers involved in that incident were paraded in front of the media for 3 years and it still isn't over for them yet. They were, and are still being made an example of and no cop wants to find themselves in a similarly humiliating situation, right or wrong. They would rather be accused of not doing enough, hence the restraint.
