I wonder if Boehner misspoke --hard to believe that he would. The reporter misheard him or the reporter just made sh*t up and is an uninformed dumbass.

There weren't any quotation marks around "Rand Paul", I suspect it was the reporter's error.

It was meant to be less aggressive and more a note of disgust with the unprofessional amateurism of modern day journalism.
