Ordinance #2740 is an unfunded city-wide mandate forcing the citizens of Cedar Falls to provide the government keys to their commercial properties via "lock boxes." This includes businesses, apartments, and some rental houses.

Back when I lived in apartments, I always blocked the door (they make these things that you jam under the doorknob) because the landlord had a key. I can't imagine how paranoid I'd feel if so many city employees could easily access my place.
