And it's not being rebuilt as one massive tower, the current plan has 4 new towers (1, 2, 3, 4 WTC) along with the existing rebuilt 7 WTC and a possible future 5 WTC.

I'm aware of what it takes in this absurd, statist environment to do a simple utility project; I cannot imagine what is involved with raising a building of this size.

I suspect that the reason the building is only 1/3 raised 10 years hence is due largely to the paperwork. Half a century ago, what it took to get a building off the ground was steelworkers. Now, it is auditors.

Yeah the Memorial (or at least the exterior portions) are set to be finished by September 11th of this year, with the main complex (Memorial and 1WTC) finished in 2 years. The other towers will be finished by 2016, depending on market conditions.
