My prediction is the government just closes the memorial down for the entire day since it's being planned then.

My guess? They'll do what the TSA did over Thanksgiving, simply just let it go this time. This of course even assumes that they know about what is happening.

Maybe there will be more dancers than LEOs on site and they won't be able to call in backup in time.

I dug up the court case last night

and it is just as illegal for more than 26 people to dance anywhere in the DC park system as it is for a few to do so inside the memorial.
I'm just saying this in case it is impractical to have 600 people crowd into the memorial you can challenge the law with a large group outside the memorial, or by having a Reflecting Pool Party for example.

Wish I could be there for the festivities,
