Madoff was simply not TOO BIG to throw to the dogs. They love to have sacrificial perps, not lambs, but real culprits who get exposed. This "Proves" to the people that the top guys throwing him to the dogs are "Good Guys.? They BEAT THE BREASTPLATE OF RIGHTEOUSNESS IN PROPORTION THEIR OWN GUILT. The Soviets were masters at this. Little guys would write from the provinces that some local Party hack was robbing them blind. If he was not in the good graces of the top dogs, they made a big Media event of arresting, trying and even at times executing the grass eater to better hide the monstrous meat eaters at the top. The Chinese are good at this. So are America's rulers.

final, the fact is that it's hard to make enough campaign contributions to cover your ass when you're not stealing from a company that still manages to provide something and employ people, but merely shuffles 'investment' money without actually investing it...

To be consistent, they should let him out and make him head of the treasury - they need all the help they can get - and he has direct experience.
