Word is that the GOP Leadership is holding up and lobbying against Senator Rand Paul's gun protection amendment to the PATRIOT ACT.

Please contact Senate minority leader Mitch McConnell at (202) 224-2541 and
Senate minority whip Jon Kyl at (202) 224-4521 and demand that they support the gun protection amendment to the Patriot Act.

I'm watching Cspan right now and it looks like the Senate is empty. So, what they still have to get 41 votes to table Rand's amendment? How does it work if no one is there to vote?
