If you start small and work as "party guy" then you can work your way bureaucracy slowly or at least work within the political-complex.

You don't have to be "the elite" to get involved in politics.

You also can't be just anyone. There are people whose past makes it so they wouldn't win even the smallest races. As you move up, you're scrutinized more. By the time you run for President, you'd think you'd have to be perfect... but no one is. The key there is to have "help" from banks, lobbyists, and the elite. On top of that, many candidates spend a good chunk of their own money on the process, so you can't exactly be poor.

I'd say the requirement isn't to be part of a group. The basic requirement is to be a dirtbag.

You need to start out whoring yourself locally to whatever party is in control of a geographical area, so the trick is really only getting in good with the party, as opposed to having to convince the people there of anything. The party locks up the locality by appealing to special interest groups like teachers or firefighters or businessmen or government contractors. The idea that serving these special interests is blatantly unfair and probably contrary to the health of society must never cross your mind, or if it does, you need to have the total lack of morality needed to cast aside this idea.

To get elected, you need to be able to tell people that you're looking out for them, that you're going to make the world a better place for them. Then as soon as you get into office, start favoring particular individuals, and preferably also making an embarrassing amount of money off of the situation, too.
Then when it's time for reelection, you simply blame the other side for not letting you do some insane thing that you knew was politically impossible to begin with, or you continue to get support for the insane things that are politically possible that are obviously destroying people's standard of living.

There are some exceptions, but this seems to be the system the majority of politicians use.
