Why US is arming rebels in Libya but not arming rebels in Bahrain, Gaza, Syria?

Does anyone know the decision process in determining which foreign rebels get to get gift of tax payers funded arms, which ones just get just money and which ones get nothing?

Bahrain- Bahrain regime is friendly and supports the United States. That's why we have a massive military base there and lots of troops stationed.

Syria- The Syrian government is a puppet of the Iranian regime. I would not be surprised at all if a lot of the Syrian rebels are secretly backed up by CIA and Mossad, however they will not be that open about it.

Gaza- Do I really have to explain this?
