Texas Governor Rick Perry Proclaims Days of Prayer For Rain. But, in doing so, appealed to Obama for a Major Disaster Declaration, seeking federal aid to stop, and aid recovery from wildfires in the state. His position is at odds with his claim that he supports Texas' invocation of the Tenth Amendment.
