That's a low budget number (less than 5%) as opposed to the burden of maintaining the immense welfare state. You could eliminate the ENTIRE DoD and all foreign aid, and you'd still be at least 700 billion short of balancing the budget. Yes, it sounds great in theory to ramp down wasteful military expenditures and foreign aid, but to reach a budget solution of any long-lasting worth you need to slash every program with an unbiased vigor.
