A recent Technology Policy Institute study by Scott Wallsten found as much as 59 cents of every USF dollar are spent on administrative costs and bureaucracy.


I'm betting this is pretty common whenever the feds tax people in states and then "gives back" part of it with strings attached. Highways, education, medicare/medicaid, etc.

And along the Highways, they will have to lower the drunk driving limit even lower, Education will just lower the standards, and Medicare is there to make sure their "friends" get more money.

The FairTax Book actually does a great job of describing this as an "embedded" tax. Their solution is of course the FT which I disagree with, but it correctly identifies the problem which makes the book a worthwhile read.
