ALEDIA CENTENO RODRIGUEZ, Frente Patriotico Arecibeņo, said her organization had spoken last year on the United States strategy to authorize a nuclear weapons production facility in Puerto Rico, in violation of the Treaty on the Non-Proliferation of Nuclear Weapons. She explained that Arecibo was home to the Arecibo National Astronomy and Ionospheric Centre (NAIC), which was used as an “ionospheric heater” [an array of antennae which are used for heating the uppermost part of the atmosphere]. Arecibo was also mentioned as a test-site for the High Frequency Active Auroral Research Programme (http://en.wikipedia.org/wiki/High_Frequency_Active_Auroral_Research_Program) (HAARP), in a patent filed by an individual in the United States, to conducted experiments related to ionospheric manipulation. HAARP could function as an anti-missile and anti-aircraft defence system, permit interception and disruption of communications, weather and submarine and subterranean communications, among other things. The HAARP patent papers also stated that the invention could “simulate and perform the same function as performed by the detonation of a heavy type nuclear device”.

She said Arecibo was also mentioned in connection with the Puerto Rico Karst Conservation Act, which included authorization for the deployment of a nuclear weapons production facility. Aerial photos taken in the region showed antenna-like devices directed towards the ground, present since the mid-1990s. The citizens of Arecibo had not been made aware of the consequences or possible effects of those atmospheric experiments. Statements found in the literature regarding those experiments admit to the use of laser rays aimed at the atmosphere and there have been witnesses to the use of such rays for decades. There was a high rate of cancer cases of unknown origin in that region.

Is it only when an issue is brought before the UN that it can be considered to be outside the realm of conspiracy hot topics? Does an former elected governor have to start a television program about ionospheric manipulation before it could be considered outside the realm of science fiction? If HAARP could stimulate a nuclear detonation, is it possible to stop those who run HAARP from applying the technology in such a way as they see fit? How much "sovereignty" could any nation consider themselves to have if every single geographic territory on earth has to contend with the possibility of getting hit with the equivalent of a nuke from an entity which they have no real means to defend themselves against?

HAARP is one of those technologies where people won't get to the truth because of the thick wrapper of conspiracy.

For instance:
Whenever there is a huge earthquake, it is followed by the inevitable YouTube of the rainbow effect in the sky beforehand, and accusations that HAARP caused the quake. That's an interesting theory, since that same rainbow effect has been observed before major seismic events for centuries (if not thousands of years). HAARP supporters will often say every big quake that comes up is a result of HAARP. If this is correct, then there are no non-HAARP earthquakes over, say, a 6.0. The earth suddenly stopped having those?

Underneath of that all --- just like the chemtrails stuff --- is the truth of the matter. It's a blurry thing, and hard to separate from the claims of a select and vocal few.

Like for instance. The non-proliferation treaty has nothing to do with non-atomic systems. It also says nothing about which U.S. territories the U.S. can operate in. We proliferate nothing by doing something in Puerto Rico as Puerto Rico is as much a part of the U.S. as Kansas.

Like for instance. They say this system is designed to heat the atmosphere and cause weather phenomenon which can affect aircraft in flight and (radio) communications, and storms can do that. Yet everyone hollers about HAARP every time there's an earthquake. Does anyone really believe a storm can cause an earthquake? Since this is, in fact, about the atmosphere, why 'antennae pointed at the ground'? And what does that mean? Is a mast antenna pointed at the sky or the ground? And if they're talking about dish antennae, how do they know they're dish antennae at all and not radomes? Makes no sense whatsoever.

We might be able to sort some of this stuff out if certain people weren't so ready, willing and able to build expansive castles in the sky out of one or two red herrings.
