I wish it got into the procedural games that were played with Res 85 if it were going to raise it, though, that the version circulated to Senators said NOTHING about a no fly zone, that that was inserted before it was moved to 'deem it approved by unanimous consent' which just means no one standing within hearing distance objected in the 40 second span it took to read the title only (with no mention of a no fly zone) and make the motions to have it deemed approved. Rand's staff specifically said Rand had no opportunity to object because the whole thing was over before he made it back to the floor.
