Step 1: Reduce the threat of drug cartel violence on the border by defunding the Drug Enforcement Administration. This will also reduce profits to terrorist organizations, thus harming their ability to develop weaponry with which to attack the United States.

Step 2: Strengthen our national intelligence services by consolidating the authorities granted to independent intelligence services such as the CIA under the umbrella of and subject to the same laws as the US Military.

Step 3: Strengthen our homeland defense by transferring the authorities granted to the Department of Homeland Security to the states and the people respectively, who already have boots on the ground in their own regions of the homeland and are best prepared to deal with emerging security issues. DHS may then be defunded giving savings to the taxpayer.

Step 4: Secure our borders by bringing our troops around the world back home to defend the United States.

Step 5: Audit the defense budget to make sure that we are maintaining our technological advantage. Encourage defense companies to innovate by cutting off pork barrel projects that have no military utility.

Voila! Strong national defense at an affordable price!
