If your goal is to clean up the air, a global "cap and trade" is a silly concept- the theory being that I can pay somebody to not increase their pollution so that I can increase mine or that if I pay to plant a tree in Brazil that will somehow negate pollution from my factory in New Jersey. That tree is not going to "scrub" the air I am polluting. A direct tax (not saying taxes are desirable but...) can put the actual costs of polluting the air (it is otherwise free so they have no incentive to reduce emissions and will thus tend to over-pollute) and let a business make a financial decision about how much they want to pollute.
