How does the impeachment process work? Can he draw up impeachment papers? Sorry I am pretty ignorant on that process.

I think it has to come from the Judiciary Committee. not sure

According to Wikipedia, the upper house draws up the papers to impeach, then the lower house conducts the trial.

That's backwards: The House votes on articles of impeachment (charges), the Senate holds the trial.

Notice candidate Obama inserted the key modifier "unilaterally". As in he thinks the president needs the consent of either congress, or other countries to engage in non-self defense war-making.
