Is he metaphorically speaking, as in, it's an old subject?

Or do you think this guy actually meant what he said?

I personally feel it's option number one because he was saying "if that's how we're going to save our country. . .it's not going to happen" - as in, people have already decided if they believe the government's story or not, so trying to get to the bottom of it wont be any use to saving America.

Wikipedia: Operation Northwoods? (http://en.wikipedia.org/wiki/Operation_Northwoods)

Operation Northwoods was a series of false-flag operation proposals that originated within the United States government in 1962. The proposals called for Central Intelligence Agency (CIA) or other operatives to commit acts of terrorism in U.S. cities and elsewhere. These acts of terrorism were to be blamed on Cuba in order to create public support for a war against that nation, which had recently become communist under Fidel Castro.[2] One part of Operation Northwoods was to "develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington."

Operation Northwoods proposals included hijackings and bombings followed by the introduction of phony evidence that would implicate the Cuban government. It stated:

"The desired resultant from the execution of this plan would be to place the United States in the apparent position of suffering defensible grievances from a rash and irresponsible government of Cuba and to develop an international image of a Cuban threat to peace in the Western Hemisphere."
...

The main proposal was presented in a document entitled "Justification for US Military Intervention in Cuba (TS)," a top secret collection of draft memoranda written by the Department of Defense (DoD) and the Joint Chiefs of Staff (JCS).[1] The document was presented by the Joint Chiefs of Staff to Secretary of Defense Robert McNamara on March 13 as a preliminary submission for planning purposes. The Joint Chiefs of Staff recommended that both the covert and overt aspects of any such operation be assigned to them.

The previously secret document was originally made public on November 18, 1997, by the John F. Kennedy Assassination Records Review Board,[4] a U.S. federal agency overseeing the release of government records related to John F. Kennedy's assassination.[5][6][7][8] A total 1521 pages of once-secret military records covering 1962 to 1964 were concomitantly declassified by said Review Board.

Book: U.S. Military Drafted Plans to Terrorize U.S. Cities to Provoke War With Cuba

ABC News
May 1, 2001

In the early 1960s, America's top military leaders reportedly drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba.

Code named Operation Northwoods, the plans reportedly included the possible assassination of Cuban émigrés, sinking boats of Cuban refugees on the high seas, hijacking planes, blowing up a U.S. ship, and even orchestrating violent terrorism in U.S. cities.

The plans were developed as ways to trick the American public and the international community into supporting a war to oust Cuba's then new leader, communist Fidel Castro.

America's top military brass even contemplated causing U.S. military casualties, writing: "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," and, "casualty lists in U.S. newspapers would cause a helpful wave of national indignation."

Those programs were in the 60's though. That's 50 years ago and 40 years before 9/11.

So I don't see how it would match up with his "30 year conspiracy" statement, but I get what you're saying.
