You will have to include a thorough explanation of why and what this is going to accomplish, so the average person understand what this is all about.

Here is another suggestion for proposed legislation: end payroll withholding of taxes, at least on the state level, since you are a state legislator.

Require every worker to write a check once a month to the state treasury. Since Democrats love government and government jobs, tell them we will need more government jobs sending out tax statements every month. Similar to billing services for utilities, phone, insurance, etc that people already pay. Don't allow money transfers directly from their bank accounts, either. Checks, or cash in person(will create more government jobs for the Democrats!) only.
