From what I heard, legally no schools can be built within 1000 yards of major air pollution corridors like major highways, but what about everyone else living and breathing the dirty air.

The EPA should regulate air polution then? Or should it be up to the companies how much they want to pollute the air? Maybe you should sue your local polluters.

Or just keep the poor in the industrial sectors. They don't have the resources to sue. :)
