Upshot is, two different languages and cultures cannot agree on a re-write of the constitution at what amounts to Belgian ConCon.

And guess what, things are going along just fine.

I can't recall who said this, but at the delays surrounding the adoption of our own Constitution, Jefferson I believe said something to the effect that, "we had better speed this process up gentlemen, or the people may soon find out that they do not need us".
