By phone or by letter?

This is a personal issue, not about a piece of legislation (at least not yet). I am not optimistic, but if I dont try, nothing will happen.

What is the best in your experience?

I'd recommend call their office first and just directly ask the staffer who talks to you what the best way would be to get the senator's attention regarding that personal matter.

In all seriousness, the only way you'll make any progress is calling their office and actually talking to a staffer to get the information for the particular Senator you are trying to call. Other than that, everyone else will just post cynical jokes.
