House Rules schedules 'emergency' meeting to move Patriot Act extension

The House Rules Committee has announced an "emergency" meeting today at 3 p.m. in order to approve a rule for considering legislation that would extend three surveillance authorities under the Patriot Act that expire at the end of this month. The "emergency" designation is used by the committee when a meeting is called without providing for more advance notice.

The meeting is needed because the House on Tuesday failed to approve this extension under a suspension of House rules, which required a two-thirds vote. Approving a rule for considering the bill will allow for debate time on the bill and possibly some amendments, but most importantly will allow the measure to pass by a simple majority.

The bill could be reconsidered by the House as early this week under a rule, but a vote has not yet been scheduled.

“Listen, we’ve been in the majority four weeks. We’re not going to be perfect every day,” House Speaker John Boehner told reporters Wednesday morning. “If the Democrats who voted for these same provisions last year would have voted for them this year, it would have passed.”

Last February, 162 Democrats voted for a one-year extension of the law. Thirty-six of those voted against extension Tuesday night.

“It shows they’re not serious,” added Majority Leader Eric Cantor. “I mean, come on.”

Well, they can always bring this to the floor till they get the vote they are looking for. I have to wonder why none of the bills that pass are never brought to the floor again so perhaps they could get voted down.

The beat rolls on. Boner and his compatriots need to be ousted. If we are to reform any party, it must come locally. States like MT, WY, NH, AK, etc. need to really start pushing for secession and independence. Same with VT, IL, WI, NY, etc. If they want their liberal utopia let them have it. I think this is an area where there can be significant cross-over for support. How are you going to get rid of Boner with a federally targetted strategy? His district will keep re-electing the fool over and over.

I just emailed my rep with a thank you for voting against it, but I'll try calling Boehner's office.

So I guess the GOP plan is to pretend there's been no tea party influence here. Boehner, Cantor and Lamar Smith all want to portray this as standard "repubs vs dems" phenomena.

GOP aides, however, were pointing the finger at House Majority Whip Kevin McCarthy, R-Calif. Aides said McCarthy failed to whip the vote, which led to the embarrassment of the bill falling short and leaders being caught off guard.

I just called Sue Myrick, who voted yes to extending the Patriot Act, and asked her receptionist, "how much longer until the power of the Patriot Act gets into the wrong hands and is used to persecute gun-owners, home-schoolers, and conservatives?" I doubt it will convince her, but this seems like the best approach to take to make Tea Party folks understand why extending this legislation is so dangerous.

The only reason why the Patriot Act extension got voted down is because they tried to rush it through under special rules requiring a 2/3 vote to pass it. It will pass easily under a majority vote, but we're at least forcing them to have an open and honest debate over the issue.
