A Kansas House committee chairwoman who is the leading sponsor of two Kansas "health care freedom" proposals believes both measures will pass her chamber, but a prominent opponent doubts they can clear the Senate.

The measures are designed to block key parts of last year's federal law overhauling health care from taking effect in Kansas. One measure would amend the state constitution, adding a provision that says no person or employer could be forced to buy health insurance. The other is a bill, enacting a law that would offer the same protection until voters considered the proposed constitutional change.
