FAA bill also includes four amendments submitted by Rand Paul:


SA 18. Mr. PAUL submitted an amendment intended to be proposed by him to the bill S. 223, to modernize the air traffic control system, improve the safety, reliability, and availability of transportation by air in the United States, provide modernization of the air traffic control system, reauthorize the Federal Aviation Administration, and for other purposes; which was ordered to lie on the table; as follows:

Mr. PAUL submitted an amendment intended to be proposed by him to the bill S. 223, to modernize the air traffic control system, improve the safety, reliability, and availability of transportation by air in the United States, provide modernization of the air traffic control system, reauthorize the Federal Aviation Administration, and for other purposes; which was ordered to lie on the table; as follows:

On page X, between lines X and X, insert the following:

SEC. __. NONAPPLICATION OF DAVIS-BACON.

None of the funds made available under this Act (or an amendment made by this Act) may be used to administer or enforce the wage-rate requirements of subchapter IV of chapter 31 of part A of subtitle II of title 40, United States Code (commonly referred to as the ``Davis-Bacon Act'') with respect to any project or program funded under this Act (or amendment).

On page 54, between lines 3 and 4, insert the following:

SEC. 224. RESCISSION OF CERTAIN AMOUNTS APPROPRIATED FOR GRANT PROGRAMS OF THE FEDERAL AVIATION ADMINISTRATION TO REDUCE THE DEFICIT.

The unobligated balance of the amount appropriated under the heading ``GRANTS-IN-AID FOR AIRPORTS'' under the heading ``Federal Aviation Administration'' in title XII of division A of the American Recovery and Reinvestment Act of 2009 (Public Law 111-5; 123 Stat. 205) is rescinded and shall be deposited in the Treasury and used for deficit reduction.

Mr. PAUL submitted an amendment intended to be proposed by him to the bill S. 223, to modernize the air traffic control system, improve the safety, reliability, and availability of transportation by air in the United States, provide modernization of the air traffic control system, reauthorize the Federal Aviation Administration, and for other purposes; which was ordered to lie on the table; as follows:

At the end of title I, add the following:

SEC. 108. AUTHORIZATION OF APPROPRIATIONS FOR FEDERAL AVIATION ADMINISTRATION AT FISCAL YEAR 2008 LEVELS.

Notwithstanding any other provision of, or amendment made by, this title, the total amount authorized to be appropriated by this title to the Federal Aviation Administration for fiscal year 2011 is $14,719,000,000.

It is already illegal to point lasers at aircraft here in CT, under section e below.
I ended up paying a $250 fine and had my 10mw green laser pointer confiscated.
Apparently anything over 5mw is now illegal..

Lesson learned, don't point a laser into the sky on a foggy night, when you live 1/2 mile from an airport, where the local cops are always bored.
Although it looks really cool, it makes it very easy for them to find you.
Then take your toy away, and make up some charge about possibly endangering people on the plane.
When tell them your not endangering anyone, they threaten you with patriot act type terrorist charges that you could have been marking the planes as targets.

Sec. 53-206e. Limitation on sale and use of laser pointers. (a) As used in this section, "laser pointer" means a hand-held device that emits a laser light beam and is designed to be used by the operator to indicate, mark or identify a specific position, place, item or object.

(b) No person shall sell, offer to sell, lease, give or otherwise provide a laser pointer to a person under eighteen years of age, except as provided in subsection (d) of this section.

(c) No person under eighteen years of age shall possess a laser pointer on school grounds or in any public place, except as provided in subsection (d) of this section.

(d) A person may temporarily transfer a laser pointer to a person under eighteen years of age for an educational or other lawful purpose provided the person to whom the laser pointer is temporarily transferred is under the direct supervision of a parent, legal guardian, teacher, employer or other responsible adult.

(e) No person shall shine, point or focus a laser pointer, directly or indirectly, upon or at another person in a manner that can reasonably be expected to cause harassment, annoyance or fear of injury to such other person.

(f) Any person who violates any provision of this section shall have committed an infraction.
