Sorry for being a cynic, but I read this as meaning, "The CIA has a new government prepared for the people to vote into office". :)

I don't think he cares about being on the wrong side. I would be willing to bet it's so that he can spew out some nonsense about him being "non interventionist" at some point and have a tangible incident to refer to. Meanwhile he is terrorizing millions of innocents in Pakistan, Iraq, and Afghanistan.

I have hesitated, but let me offer an Alternate Conspiracy Theory.
We have been involved and invested there for a long time, and certain other events in the Arab world were threatening. (Tunisia)
In an attempt to head it off, operatives sowed seeds of rebellion in some youth in Egypt. (there have been reports of such) With the thinking that the well oiled machine of police state brutality could crush the demonstration and head off a larger movement in an important asset.
However, They underestimated the anger and tenacity of the Egyptian people and it spun out of control. When the Army refused to cooperate the movement grew and the long repressed opposition stepped up and added some organization and resources.

The plan failed, and they are left dealing with those they have abused for 60 years.

As I said, time will tell.
