I'll wait until I see an article that says they both introduced it. The Hill one says Ron did again and the one you have only mentions Rand which seems pretty lousy for Ron whose issue it was first. Rand has a lot of play right now with the budget stuff, and deserves it, but Ron deserves this. Particularly since Ron is the one running in 2012.
