I just had a question about ballot iniatives. On an issue like medical marijuana, for example, does a state legislature have to actually pass a bill that would allow voters to vote on this issue? Or is there a process where you can simply gather enough signatures to get an issue on the ballot? Does the number of signatures needed vary from state to state? I probably should know the answer to this, but I'm just not very familiar with the process.
