First they ask whether they should REPEAL it. Then they ask whether congress should APPEAL it.

APPEAL= an earnest request for aid, support, sympathy, mercy, etc.

REPEAL= to revoke or withdraw formally or officially

Nothing like asking two contradictory questions so you can use the results however you want to. Most likely an honest error made by the idiot at the station in charge of making these polls.
