Freedom Tower to get its own police command center, nearly 700 cops

Nearly 700 city cops will be assigned to a new command dedicated to policing the Freedom Tower and surrounding area, NYPD Commissioner Raymond Kelly said Tuesday.

The World Trade Center Command will not be fully staffed until Ground Zero is completely rebuilt.

But the 673 officers that will eventually work out of the new command will give it substantially more manpower than any other NYPD precinct.

The precincts that have the largest headcounts - the Midtown South Precinct in Manhattan and the 75th Precinct in Brooklyn - each have about 400 cops.

Officers will be assigned to the new command incrementally, but scores of cops will already be in place by the 10th anniversary of the 9-11 attacks.

"We will have a significant presence there when the memorial opens \[this\] Sept. 11," Kelly said at a Police Foundation breakfast Tuesday.

The new command will further the NYPD's effort to put lower Manhattan on lockdown by complementing the network of security cameras and license plate readers known as the "Ring of Steel."

Kelly said Tuesday that "a solid defense against terrorism" will provide a safe working environment for businesses and pedestrians, and help spur Ground Zero's rebirth.

"There's a simple lesson in this: Commercial success is not hindered but helped by responsible, thoughtful and thorough security measures," Kelly said. "That is precisely what we will provide at the World Trade Center.

"We owe no less to the people who will be there every day."

Spearheading that effort will be the head of the new command, Deputy Inspector Donald McHugh of the Counterterrorism Bureau. He is currently drawing up plans to secure the 9-11 memorial, Kelly said.

The NYPD is working to find the new command a permanent downtown base, Kelly said. In the meantime, a temporary headquarters is being planned at a housing police office in the East Village.

Since the NYPD has roughly 6,000 fewer cops now than it did shortly after 9-11, a big question surrounds the new command: Where is Kelly going to get the cops to staff it?

Police brass said it is not clear how many of the 673 cops will be new hires and how many will be pulled from other assignments.

And it appears the city budget will have to absorb any additional financial impact, since - as of right now - no federal money has been earmarked for the Ground Zero cops.

The NYPD just graduated a new Police Academy class late last month, but Kelly has recently said that budget deliberations will determine if a new class will begin later this year.

So I got to ask, why did they even build the "Freedom Tower"?

Just as a big "FUCK YOU TERRORISTS!!!!!!"?

I mean, the Trade Centers there before where icons not because they were big sticks in the skyline, but because of the thousands of financial offices that conducted business there.

I see no way how a building that has such a massive active duty police force and security is going to be conductive to business in any way. Afterall, if such security measures actually helped business, wouldn't you see each and every mom and pop store in your town with a security guard and every walmart staffed by a cadre of swat officers?
I'd also like to see who paid for this tower if it has no productive use..oh yeah, the taxpayers probably.

Or if it's a ground attack... there's a 1000 secondary targets on Mahattan.

Will there be a gun to shoot down airplanes? Has anyone figured out in the last 10 years how to shoot down planes? I never got how that was never discussed, or just brushed over. It's been 10 years, can we just start talking about that. I mean, not as a conspiracy or anything, but just as a basic competency issue. We watched live the 2nd plane hit the WTC? Don't we have a defense department? And it costs how much? And it can't shoot down a plane? There's a lot that Ron Paul can talk about if he wants to. I'm not suggesting he do that.

I used to look at the upper floors of the trade center from my living room window in Soho.

It totally disgusts me what is happening in this country and if there was a warm place with legal marijuana I would seriously consider retiring outside the country. I'm one of those "old" guys. 57 yo and I've about had it after this election.

In my younger days I would have been organizing some real deals in terms of protest. But after being in business 30 years I'd just as soon walk away, far away at this point if the option was available.

The spire will cap the building at 1,776 feet, a soaring memorial to the 2001 terror attack.

NEW YORK (AP) - One World Trade Center already is New York's tallest building.

And when the last pieces of its spire eventually rise to the roof, the 104-floor skyscraper that replaces the fallen twin towers will be just feet from becoming the highest in the Western Hemisphere.

Officials had hoped that would happen Monday, but the weather did not cooperate and it was postponed due to high winds. The event will be rescheduled when conditions permit.

The Port Authority of New York and New Jersey says the spire pieces and a steel beacon will be lifted at a later date from the rooftop to cap the building at 1,776 feet.

Installation of the 800-ton, 408-foot spire began in December, after 18 pieces were shipped from Canada and New Jersey.

The spire will serve as a world-class broadcast antenna.

With the beacon at its peak to ward off aircraft, the spire will provide public transmission services for television and radio broadcast channels that were destroyed on Sept. 11, 2001, along with the trade center towers.

Overlooking the Statue of Liberty and Ellis Island, the high-rise is scheduled to open for business in 2014.

The tower is at the northwest corner of the site, which is well on its way to reconstruction with the 72-story 4 World Trade Center and other buildings.

Monday's postponed celebration of the reconstructed trade center was to come days after a grisly reminder of the terror attack that took nearly 3,000 lives: the discovery of a rusted piece of airplane landing gear wedged between a nearby mosque and an apartment building - believed to be from one of the hijacked planes that ravaged lower Manhattan.

As officials prepared to erect the spire, the office of the city's chief medical examiner was working in the hidden alley where debris may still contain human remains.

The new tower's crowning spire is a joint venture between the ADF Group Inc. engineering firm in Terrebonne, Quebec, and New York-based DCM Erectors Inc., a steel contractor.

The tallest building in the Western Hemisphere is the Willis Tower in Chicago. The world's tallest building, topping 2,700 feet, is in Dubai.

A New Jersey teen captivated by 1 World Trade Center sneaked out of his home in the dead of night, got past a wall of security — and a sleeping guard — and made it all the way up to the spire, The Post has learned.

Scrawny, 16-year-old Justin Casquejo crawled through a hole in a Ground Zero fence at about 4 a.m. Sunday and got a lift up the tower from a clueless union elevator operator, even though he had no ID.

He was dropped off on the 88th floor and hiked the stairs up to the 104th floor — where a guard assigned to protect the top of the world’s biggest terror target was sound asleep.

That guard has since been fired.

Casquejo told cops he then climbed up to the roof and made it up to the antenna.

After spending two glorious hours atop the nation’s tallest building snapping photos, the young daredevil was finally caught by a construction worker as he made his way back down.

“He came here and he ran hog wild,” said a stunned WTC worker.

Casquejo, who lives in Weehawken, NJ, laughed the whole thing off Wednesday afternoon when The Post asked him about his escapade.

“Ha ha, oh yeah, that. Right. I would really love to talk to you guys because I have a lot that I want to say about it,” he said. “I was told that I just can’t [talk] without permission.”

But he summed up his adventure in a one-word tweet: “Inspired.”

Casquejo has long been a WTC buff. His Facebook page features photos of him posing with the building in the background.

When cops questioned him, he bragged that he had little trouble getting past security at a building that was supposed to be cloaked in a “ring of steel.”

“I walked around the construction site and figured out how to access the Freedom Tower rooftop,” he said, according to court papers.

Law-enforcement sources said Casquejo got into the heavily guarded site like a kid sneaking into an abandoned warehouse — though a gap in a barbed-wire fence.

“He’s a skinny kid who got through a skinny hole,” a source said.

The elevator operator who asked no questions while taking him skyward has since been reassigned — but got to keep his job because of his hardhat union. But the guard who was snoozing on the top floor wasn’t as lucky — he was immediately fired.

Casquejo faces a charge of misdemeanor trespassing, but his adventure is an epic failure of at least four layers of security at the WTC site.

The Port Authority Police Department, the NYPD and a private security company patrol the building perimeter. Another private company secures the interior.

None of them would comment.

Talked to two Union workers @ different times when the Tower was being "rebuilt". one was Iron worker, other was Carpenter.

Both knew the original was brought down by some type of explosives & was part of a foreign policy offensive.

I mock the Freedom Tower every time we pass it, for a different reason each time.

Last time I mocked the fact that there was a "buckle up, its the law" sign right next to where we passed the tower on the road.
