He voted against making it a legal public holiday.

http://www.politifact.com/truth-o-meter/statements/2007/sep/17/ron-paul/a-few-exceptions-to-his-small-government-principle/
For example, in the late 1970s and early 1980s, he voted to authorize the continuing operation of NASA and to celebrate Martin Luther King Jr.'s birthday on the third Monday in January.

Ironically "Politifact" used this particular "yes" vote as a part of a smear attempt against Dr. Paul. (Not specifically enumerated in the constitution). If I recall correctly there was a "no" vote and a "yes" vote on the MLK holiday question.

The vote to celebrate MLK day on the third Monday in January (http://www.govtrack.us/congress/vote.xpd?vote=h1979-625) was not the vote to make the day a legal public holiday.

I'd really like to see the house floor speeches from that 1983 era. Too bad youtube was gone then.

Here is.

Paul voted yes in 1979. Paul voted no in 1983.

It's hard to tell why one and not the other.
