OXON HILL, Md.—Michael Steele's rocky tenure as leader of the Republican National Committee looked to be ending Friday as party leaders began casting ballots to elect the GOP's next chairman.

Mr. Steele was in second place in the early rounds of balloting, behind Reince Priebus, chairman of the Wisconsin Republican Party. But Mr. Steele's support was dwindling, while Mr. Priebus was gaining votes.

In the second-round ballot, Mr. Priebus had 52 votes to 37 for Mr. Steele. That result showed Mr. Priebus's position growing stronger, after a first-round ballot in which he topped the chairman by a single vote, 45 to 44.
