yeah, dumpster diving is much safer, and you get a better variety. Just scrape the dirt and mold off...yum.

yes , they will recieve 20 cents from every dollar they steal from you . The other eighty cents goes to bloated govt. , buildings & employees to administer the theft and redistribution .

It doesn't matter. This is what matters:

"Kathy Barton, a spokeswoman for the Health and Human Services Department, told the Chronicle exactly what “they” are looking for: food that’s prepared in a “certified” kitchen under the watch of a “certified” food manager. Those are the requirements for the Herring’s charity, “Feed a Friend,” to get the proper permit."

“certified” kitchen = hundreds of thousands of dollars (stainless steel everything, fire system, walk in fridge/freezers, etc) and buku inspections and "blessings"

“certified” food manager = probably a couple of years in school, and lots of testing and fees.

Most retail fast food joints used to pour bleach/cleaner on the leftovers headed to the dumpsters to stop the hungry from diving... Now to curb the "BAD GOVERNMENT IMAGE" of the homeless and hungry dumpster diving, they have laws to lock down access to respective dumpsters.

With the 'proper' techniques like washing your hands first and having a certified spotter or lookout, you too can be a successful dumpster diver, and as you gain knowledge and proper techniques and experience, you could become a professional, and as you gain reputation, people will want you as their go to dumpster diver, and start getting commission, or a percentage of the take.

Obviously, this charity needs to switch tactics - handing out hack saw blades and maps of local restaurant dumpsters as well as maps to the homes of city bureaucrats w/ days listed for their trash collection for the really high end grub!

Nice sarcasm, but:
Actually, in addition to the fact that dumpster diving isn’t technically illegal (see below), I have another perspective on that. But don’t worry, it shames the state even more. The level of food regulation in America has gotten so ridiculously high that the current economic bubble is in the grocery store dumpster, where the contents are abundant and have virtually zero mold or rot. What most “decent” folk don’t realize is the amount of food waste (good food, not REAL “waste”) generated by expiration-date regs. If you think America is into recycling, just have a good look in one. Americans are so afraid of “yucky things” that a huge percent of perfectly good food gets thrown out every day. For example, who-knows-how-many thousands of chickens die every day for no reason other than to go to the landfill. The only thing “spoiled” is finicky Americans who demand “fresh daily” stamped on their bread and meat. (What do you think happens to what doesn’t sell that day?) I know of one large grocery store that tosses out around 1500 pounds of perfectly good meat every week. And that does not include the dairy or bread or produce, which would easily exceed a full ton. How many homeless could be fed with a ton of food? While it’s not technically illegal for the “user”/“consumer” to get food out of the dumpster (but many have compactors anyway, and enforce no-trespassing), it’s illegal to give away, illegal to sell, illegal to transport (for anyone but a licensed waste hauler in approved equipment), and - GET THIS – illegal to feed to your hogs (see “swine protection act”). And any other possible uses for this incredible wasted resource are prohibited internally (by the stores) by fears of liability. Americans are supposedly trying to stamp out world hunger, yet they are intentionally throwing out the food that would literally feed the hungry; and could easily be preserved for shipping. While I shall not personally confess any first-hand knowledge here, I am proud to say that I have not grocery shopped for way over 10 years, am thankful daily for food regs, and have saved anywhere from $50-70 thousand dollars depending on how you calculate it. America is still the land of the free, just not how you think.

(While I blame “spoiled Americans” above, you may substitute that with “over-regulation” or “big government”; basically the same thing [fearful people who think angelic government regs will protect them].)

In case you are serious (could work, but…):
Nice entrepreneurial idea, but you are forgetting the topic and the county. Regulations and laws and fears of liability would stop an idea like that quicker than I can type this post.

Nah, restaurant waste is the worst; nothing but loose slimy food mixed with everything including floor sweepings.

The church could probably get local help and help from the congregation to do what would be needed for the kitchen, but , they will probably have to bite the bullet and send a couple of members to get certified .

That sucks, I have some friends that are pro at dumpster diving.. I've been to bbq's they've thrown with 30+ people where all the food was from dumpsters, all the money gets spent on beer. 85% of the guests never have any clue they are eating steak, chips and dip that came out of a dumpster. One of em gets free avocados from work, so there's usually a fair amount of guacamole as well.
